Introduction

As of 6th April 2020, a new regulation will come into effect which requires all agency workers to be provided with a Key Information Document (KID). This requirement is introduced within Regulation 13A of the ‘Agency Conduct Regulations’. In a bid to encourage transparency along the supply chain, each new agency worker must be provided with a KID which details the business relationship between the contractor, agency and end client before a contract is agreed and signed.

What is a Key Information Document

The KID is intended to improve transparency of information for agency workers, particularly regarding pay and deductions. The document will give the worker a brief overview of what they will go on to earn in an assignment – outlining how their rate of pay is affected by fees and deductions made through the supply chain.

When is a Key Information Document required?

Agency workers who are already signed up to a recruitment agency with agreed terms in place will not need to receive a KID when the regulation is introduced on the 6th April 2020. The regulation only applies to agency workers who sign up after the 6th April and existing workers who sign up with a new employment business.

Who must provide the Key Information Document?

It is the responsibility of the employment business to provide agency workers with the KID, including when the worker is engaged through an intermediary such as an umbrella company.
